Yes, he is fully qualified to draw conclusions on this because he was the president of the US and led the nation amidst these circumstances that he was pointing out. He has observed and acted on most of the things that he was talking about such as fighting terrorism, gangs and market fluctuations. He definitely has a strong interest in the nation because that's why he was able to become a president and the love of the country never fade away. Throughout the speech he was only speculating whatever is possible and it was like a stage speech without evidences. Only evidence he was sighting was the past. The evidences were not effective enough to support the conclusions. All descriptive ones and not factual ones and they are calling the Americans to be more humanistic by accepting everyone as equals.
