Naturalization Law was passed to ensure that only White racial people with good conduct would be allowed into the United States as immigrants. This itself shows the intolerance of the then United States that was so racial that it disregarded all the other immigrants of colour without even considering their merit. Even the Indians and African Americans who were held as slaves were not given any opportunity to become the citizens of the country.
One major problem with the Asian Americans in building a pan-ethnic identity is that each country has multiple languages, cultures, food practices, dressing and value systems whereas the Latinos have almost everything similar except few practices. So, it would become very difficult even to unite the Asian immigrants under one umbrella.
