This statement is false. Correlation between measures does not imply a cause and effect because a correlation simply indicates if two variables vary together. It maybe that the variables vary because of unknown yet common variables. A common example to explain this better is the existence of a positive correlation between ice cream sales and swimming pool deaths. It would be silly to assert that increased sale of ice-dreams cause people to die in swimming pools. The real reason behind this is correlation is in fact that during summer, the number of individuals buying ice cream increase and along individuals using the swimming pool. Given that higher individuals use the pool, they number of individuals likely to face an accident there also increase.
