Yes, general public understand a their right regarding the protection against search and seizure without a warrant. They know that property and privacy will be protected and that police cannot arrest them without a legal warrant.They know that they won't be unnecessarily harrassed without a proper cause and warrant.

On the other hand ,the understanding of this amendment to criminal population gives them added advantage to carry out their illegitimate motives,as they know without a strong evidence police could not interfere in their illegal activity and gathering a strong evidence is difficult for them because of this amendment.Thus,this amendment makes police investigation slower and it's effectiveness less.
