To conduct a survey using cluster multistage sampling, we can divide Montogomery based on areas and then select some of these areas (first stage). The selected areas can then be divided into blocks, and blocks can be chosen from within each selected area (second stage). Next, the residential buildings can be listed within each selected block, and some of which would be finally selected (third stage). All the individuals residing in the building from the third stage can be surveyed.
