I just got out of a meeting with the development team. We were all there; domain experts, budget managers, program managers, systems engineers, operators, maintainers and software engineers. To be honest, I would rather the Software guys not have come. They sat against the wall, talked to each other and wouldn't engage with anyone!!! One of the operators asked what they were doing there, given they didn't seem to be participating. The senior SW engineers responded by saying, "we're waiting for you people to give us some written requirements so we can start coding." I guess I can understand that they need requirements, but it seems like they should care more about what the rest of the team is doing.
Can you please send me two paragraphs offering some advice about how to handle this situation? Some basis in theory or best practices would be helpful. I'll use whatever you send me to address their behavior and help this team start performing better.

According to me the best way to overcome this situation is to first give them some data about the work they are doing showing and explaining that they are working on the plan..
Secondly they can say that they have thought like that which they are going to process then you can ask for some time from them fir the plan..
Thirdly they can tell that the rest of these work can be done by the other people as if the other people also participate then the work will be done soon and they want the help of other people present in the office as they are more experienced, big can do it with more nicely...
