Yes, the communism has been associated with repressive dictatorial regimes because dictatorship hampers the innovations and new ideas, and creates an environment of fear in which people chose to be safe instead of performing exceptionally. Also, in communism or dictatorship, it is difficult to discover new things and correct if they have any mistakes. There is no constructive criticism in communism, which makes the growth or development very difficult. The leaders and subordinates stay in their own positions, the positions of poor people do not change and they don't have any right to question the policies.
