The role of victim changed in the philosophy of sanctioning because they tried to create a diaspora of legal activities or unknowing activities. Victims engage with the code of conducts for institutional processes.

In my opinion, the philosophy of sanctioning is an effective way to control violations and illegal activities in the campus.
