Accessibility: It is also very important to an individual. He should have accessibility to everywhere. He should have easy accessibility to exercise his rights.  

Universality: there must be universal appeal to all the laws and order. It must be comprehended easily. It should have easy accessibility and portability. Then it would have a universal appeal.
