I would take this question as how to create professional identity in counseling.

First and foremost step if once it is decided to have a personal service as a counselor, then to go and get some certification as a counselor. E.g. certificate from apa to maintain ethical guidelines as it not only enriches clients but also gives us guidelines to conduct counseling.

Then to identify which are you good at counseling, what interests you the most, what knowledge you have about is it career counseling, marital counseling, clinical counseling, child counselor etc.

Also to make use of psychometric tests in the area of counseling. Such as variety of tests are available in career counseling such as MBTI, Big Five,DISC etc. It offers as a more full proof base.

Then one can create website, go on advertising etc. But the language to be used for approaching people should be crisp and direct.
