Why do shelter dogs perform worse at following human pointing gestures than pet dogs?

Dogs are the animals which live within the vicinity of humans most of the dogs live in open space but some of the dogs are being put in shelters while some are reared as pet dogs.there is huge diiference between these two categories of dogs people take dogs from shelter and rared them in special training manner to becam pet.as Shelter dogs shows worse attitude towards human gestures have following reasons

Shelter dogs are reared groups without any proper training

They interact less with humans and have not master

They have not home like facilities as food and shelter

Pet dogs usually uderstand the language of their master while shelter dogs did not also pet dogs are very loyal to guardian which is not found in shelter dogs

Every kind of dog is found in shelter dogs while as special kind of breed is found in pet dogs.
