Yes , certainly they do have.

Organisations are responsible for smooth conduct of any competition and maintainable of fair play and safety of people and participants.

If a performance enhancer drugs is harmful for those who is consuming or if it is giving extra edge to some body taking it then certainly organisation. Gould come forward and ban the use of such drug by any of the participants.

Moreover , even if person taking drug is unharmed but the public at large are at the risk of developing some infection or disease or contamination of food and water , then also the governing organisation have all the rights to ban use of such drugs.

However , one should ensure that all such enhancers are considered with same vision and focus without any favour to any body .
