One of the most important issues that the new government was to fight as per the constitution was protecting the citizens from the external threats by providing a common defence. This would mean that the country had just fought a war with a mighty empire in order to establish itself as a country. The war was fought for the rights of everyone in the country as they felt that they could rule themselves. Thus, the founding fathers felt that the threats were not eliminated yet because the chances were still there for the French, Spanish, British or the Native Indians to strike and cause damage to the new country. Thus, forming a common defence in order to protect the citizens was the foremost purpose of forming the government.
