1. The ethical issue relating to the mass surveillance data by government agencies such as NSA (USA) is that a document of 50 page listing technology is available to the National Security Agencies. And with GHCQ (Britain) is that the internet traffic of fiber optic cables and the access information of UK is collected through the NSA's breathtaking array of bulk spying programs. The CSEC/RCMP/CSIS(Canada) surveillance is resource heavy and widspread. And this resulted in no criminal charges.

2. The rule of law is the principle of governance that involve all persons, entities and the institutions and including the state itself, private and public which are accountable to the laws.
