Specifically, are the abilities needed for competence to plead guilty and competence to waive counsel and represent oneself the same as competency to stand trial?

No abilities is required to plead guilty and no special skill is required. A court ask the person does he plead guilty or not guilty . If he says please guilty then their will be no trail, he will be convicted and sentences will be prounuced. And there are chances that he may get little less sentence because he accepted his offence.

And no special skill is required to stand for trial. No competence is required to waive of the council and no competence is required to stand for trial. A person can stand for its trial, if he is poor and has no money for the council in this case court gives permission to the man for its own trial. And if he is rich and he has money and he wants to stand for his own trial in this case, court decides whether he is competent or not. It is up to court , to give you the right for self trial or not.
