  • According to this quote of Chomsky, when a leader tries to make ways for policies that are intended to harm the interest of common people, the clear intention of that step is cleverly sneaked in under the disguise of a certain mass hysteria that is easy to generate based upon already existing conflicts in our society. Through this method, a leader push his maligned policies without enraging the general public even though these policies will cause trouble for them only.
