In a problem solving system the knowledge is encoded in both program and data structure.Data is used than the knowledge.Problem solving system fails to explain the "how,why" questions as problems are solved in a straight forward manner without using any tools .

Whereas,

In an expert system all the knowledge is encoded in data structures only. Knowledge is used for problem solving. Uses various tools as the rules, different forms of network,frames, script etc for symbolic representation and follows a symbolic computation of the problem. Problem is solved by an expert in an expert system. Hence, solution is more accurate than problem solving system.

Thus,expert system is better than a problem solving system.
