Rachel doesn't find any moral difference between active and passive euthanasia. He believes moth are morally the same but his main concern is for the doctor. Rachel wants the doctors to follow their legal precedents and rules. He believes active euthanasia of killing the patients with the help of heavy substance and Passive Euthanasia or letting them die by withholding the sustaining treatment both are morally the same because both ensure the death.

Further, he explains that even being morally the same both are different in a way. He argues that by withholding the sustainable care to a patient the doctor is, in fact, acting by not acting Because if a doctor doesn't treat a patient with a curable disease he is under the moral evaluation.
