These cities tend to be more in number in developing countries since the country's structure per se may not have been well planned or structured in advance. Since the nation's structure is yet to be focused upon and worked upon, they may still be having this issue of hierarchy and discrepency in terms of having certain large ones, as opposed to other small ones within the same nation.
