Answer-This statement is from a researcher involved in studying cases of feral children;In the sad and mysterious case of Victor we have an instance of developmental deficiency produced , not by a loss of senses, but by deprevaition of the power of exercising them.

Explanation-This statement means  a boy named Victor who was  eleven or twelve years old,didn't speak .He resembled a human only in appearance.He was incapable of distinguishing hot from cold,.His was unable to use his sense of touch .Even his sense of sight was too weak that he  did not demonstrate an ability to distinguish right from wrong.So victor has the deficiency of using or exercising his senses for behaving like a normal human.
