Law of effect is when any behavior is followed by a pleasant consequence the chances of getting repeated are more and when any behavior that is followed by an unpleasant consequence chances of being stopped is more.

Mechanism in psychology is those adaptations in functional, cognitive and behavioral processes that helps a person in survival and sustenance of life possible in the most positive way.

The adaptations in the cognitive processes that enables to understand the pleasant consequences and the behavioral and functional adaptations that makes the behavior repeated and the stopping of any behavior that has unpleasant consequences shows how the Law of effect is rooted in mechanism.
