Cultures is quite an important aspect of one's personal life and has considerable impact on the way one learns. So, yes, it does affect the way one learns.
Culture is important as it intimates the social norms of a society and helps in the initiation of an individual into the society. Culture provides one with frameworks of how to understand pieces of information and code them for future reference.
For instance, in South East Asian countries learning is suggested to be a community effort where emphasis is laid on working together and ideation. But if one takes the western countries into consideration - learning is more so considered to be an individualistic act. Although, now, group and team work is paid emphasis worldwide. But one's culture shapes the way one learns and in turn effects the way one absorbs knowledge and, thus, even the various forms of knowledge dissemination.
