Article II, section 2 of the U.S Constitution gives the Senate responsibility for considering and confirming the President's executive and judicial nominations. In1989, incoming President George H. W. Bush chooses John Tower as his nominee for Secretary of Defence, but his nomination was rejected by the Senate. John Tower was the first Republican United States senator from Texas. He retired from senate in 1985. He was chief negotiator of the Strategic Arms Reduction Talks with the Soviet Union and led the Tower Commission which investigated Iraq-Contra affair.
