He taught that there is pre-conventional morality, conventional morality, and post conventional morality.

According to the pre conventional morality, a person would not drive and text for the mere reason of comforting to the rules and orders of the external authority, which would be the police. This would be to avoid and evade the consequences thst might ensue due to driving and texting.
Convential morality would be not driving or texting as the concerned individual comes to believe that the rule of not driving and texting is for the grater societal great and harmony and needs to be in position to prevent disharmony. At this point, the rule is accepted, but not questioned.
Post conventional morality would include not driving and texting as they have internalized its case and through some abstract moral reasoning they have reached the conclusion that this is a rule that needs to be followed.
