In my view, punishment in the form of fines or jail time should be imposed on individuals who, instead of helping the victim, choose to record an incident on their phone. It is one thing to assume that other individuals may offer help to the victim, but completely another to actually record the event for entertainment or other purposes. The bystander effect in itself represents apathy towards the victim, but recording the incident instead of helping is akin to a blatant ignorance towards the victim. If the bystander does decide to respond to the victim, it should be to help him/her and not think of recording the incident to share it with others.
