John Locke (1632-1704) developed the theory (known as “Tabula Rasa”, or “Blank Slate”) that children come into the world with an empty mind, and that knowledge and learning is received through experience and converted to understanding through reasoning.For Locke, property rights arise prior to the state as an element of natural law, whereas for Rousseau, a social contract is a necessary precondition for the creation and legitimacy of property rights.These thinkers valued reason, science, religious tolerance, and what they called “natural rights”—life, liberty, and property. Enlightenment philosophers John Locke, Charles Montesquieu, and Jean-Jacques Rousseau all developed theories of government in which some or even all the people would govern.
