In reality the society sees them as group of individuals who can't do things on their own, don't contribute to the development of the nation and a burden to the society thus treating them differently from others. Normal people create barriers both physical and emotional barriers through limited accessibility in public places and viewing them with stereotypical eyes and prejudice. It's this inequality that is the disability according to social disco theory.
