Answer- I think that severely mentally ill people don't have that mental capacity to make judgements as to what should or should not be done with their bodies. They don't have that capacity to think like a rational person but no one has any right to physically assault them in any way. And any suit can be filed against anyone who physically harms them.
There are various laws and punishments mentioned in law against the people doing any harm to mentally ill people. Thus, these mentally ill people indirectly own a right to determine what shall be done with their bodies and they don't have a direct control on it.
