The United States cannot continue to be a leader in world affairs if our higher education is not competitive. Thus America needs a long-term strategy for restoring its competitiveness. The crucial steps must be carried out by states and regions, where many of the key drivers of competitiveness reside. Rather than being passive victims of public policy business leaders must play a far more proactive role in transforming competition and investing in local communities.
