Discuss two reasons the US State Department at times hesitated to encourage Soviet or other eastern bloc defectors

This was primarily done so that the US could give impetus to an internal demur. This would be beneficial for the US as this would play oppositely for the the Society and other eastern blocs.

The other reason the US didn't encourage the Society defectors was that the defectors were more likely to have been adapted to the socialist state way of life and would not be able to get accustomed to the western way of life, which would sort of be used as a soft diplomacy tactic by the Soviet to drive home an implicit propaganda.
