Net torque is called as the sum of all individual torques acting on a system. Torque measures how much rotational force is acting on the system. If the sum of all the torques is zero, the object is said to be in rotational equilibrium.
But if the net torque is of a said value, then the sign indicates what direction the net torque is acting in, according to a sign convention.
The basic idea is that equivalent forces (torques) cancel each other in opposite directions and the torque adds up on either direction.
On which ever direction, torque is more, there will be a postive displacement in that direction.
