Here 2 cases are possible either you apply force at 75° above horizontal or apply force at 75° below horizontal.
In both cases you would not be able to move the chair if the magnitude of force is same but in first case you are making it even more difficult to slide as the vertical component of force will add to increase normal force and hence increases overall friction force whereas in case 2 the normal force and hence friction force is reduced as vertical component of applied force is in opposite direction of normal.
If at same angle you increase applied force it is possible to move chair more easy in case 2 as compared to case 1
