1) No, your car does not conserve energy, part of the energy provided by the fuel is lost to friction and other resisitve forces. Also energy provided by the fuel is also lost to the surroundings.
Your car wastes energy means the energy provided by the fuel is not totally converted to mechanical energy of the car, part of it is lost to the surroundings as the car engine does not have 100 % efficiency.
