when the ball is released at one end the only energy contained by the ball is the potential energy due to its weight. now when the ball is released this potential energy is dissipated due to friction and the ball will eventually slow down and will not be able to reach the original position due to loss of energy.

However, if someone gives a push ( means increasing the kinetic energy) then the ball will have enough energy to go back to original position and struck the nose.
