In rotational equilibrium the sum of all external torque act on the object is zero, so the object is either stationary or move in a constant angular velocity. So, at the starting if the object is moving then it moving with constant angular velocity.

Again for translation equilibrium, the sum of all forces acting on the object is zero. So, it is either stationary or constant velocity. So, at the starting if it is moving then the object is moving with constant velocity.
