Can you have a net electric force on an object with no net charge? (This question is about the charge on a soda can and how a charged rod can attract it)
Answer : an electrically neutral object still has charges, but it is neutral because it contains an equal amount of both positive and negative charges. Since they have an equal amount, niether one is stronger so we say that it has no net charge.
But, when its placed in an external electric field - Charges will be distributed on the sides of the object (Due to induction of charges).
If the positively charged object is brought near a neutral object. Negative charges will accumulate on the nearer side of the object. And, hence the object will be attracted towards it.
