This can be solved using the Doppler effect in sound. I.e.
where is the source frequency
v is the speed of observer which is zero here,
V is the speed of the source.
Source frequency can be found out using relation
=speed of sound/ wavelngth = 340/0.33 =1030 Hz.
v=0
V=28+340 =368 m/s
Since V/c is very much smaller than 1.Therefore , the frequency an observer standing on the side of the road year as car approaches her is about 1030 Hz.
