Lightning is the discharge of huge amount of electric current towards the earth surface. It creates variation or spikes in the electromagnetic waves leading to the interference of the EM waves. Interference is basically the redistribution of energy. And this leads to a static or a noise in the radio, as the radio waves are also part of the EM spectrum.

Since the radio waves travel in the speed of light (m/s) , it arrives simultaneously with the lightning flash.
