This happens because of Atmospheric pressure around the bottle.

When bottle cap is on tight :- In this case water does not comes out since there is no other way is present there for air to go inside the bottle and takes the vacated place of water. So Water can not come out because of air pressure.

When bottle cap is removed :- In this case water starts flowing through the hole because there is another way for air to come inside the bottle and take the vacated place of water.
