Because the wind speed follows the following relation:

where, v2 = 12m/s

v1= 4 m/s

Z2 = 100m

Z1 = 10m

the alpha = wind shear exponent (which has value between 0.1 - 0.2)

Thus, if given wind speed increases to 12 m/s the alpha must be around 0.47, which is not possible in a clear sunny day.
