Resistance is the measure how easily can charge flow through that material. And charge flow depneds on how tightly electrons are bound to the atom. conductor have the conduction band and valence band overlapping each other, thus electron can easily flow through them. Superconductors are the conductors with zero resistance at low temperature. For Semiconductor there is small gap between valence and conduction band while the insulators have the wide gap between valence band and conduction band. So electron faced the highest resistance in insulators due to the wide band gap.
