If the refraction angle in material 2 is smaller than the incident angle in material 1,it means material 2 is denser and materia 1 is rarer.

So the speed of light in material 2 will be slower than speed in material 1 as we know that the speed is less in denser medium and more in rarer medium.

The photon energy depends upon only frequency(E=hf) of light and frequency of light never changes so the photon energy in both materails will be same.
