the water of falaj is cold in summer because in summer the invironment where we live has greater temperature but the temperature of underground water doesn't change as heat is not transferred through the soil under ground so when we touch water it feels cool as our surrounding temperature is greater,

similarly, in winter the water is warm because the surrounding temperature has low temperature but it doesn't effect the underground water and the water maintains its temperature under the ground so when we touch it feels warm as surrounding temperature is lower.
