Europe has warmer winters because of the warm sea waters of the gulf stream formed near the equator under the direct influence of the sun., which moves towards the north atlantic and then marches forward to the European region.
hurricanes and typhoons are named after where it is formed but generally these all are termed as tropical cyclones. and this cyclones need warm and moist air to form strong and violent , and at the equator we have warm sea waters with air above it has a low pressure and when air rises up it takes up moisture along and then air (which is warm and moist) and successively making a lower area under it .
as it continues i.e warm air rising and cooling the sirrounding air swirls in and take the form of powerful tropical cyclones , that is why these are formed near the equator.
