the above stated statement is not true according to the laws of thermodynamics because there is no such provisions of 100% efficiency in thermodynamics, no ever system has been built or modified whose efficiency is perfect 100% .

the heat absorbed from reservoir is used up as internal energy , raise in temperature and work done (including frictional losses). so it isnt possible that the heat absorbed from a reservoir is completely converted into work.
