This is because when the ball is dropped from a height h unit it's bottom part touches the ground surface. So, for each part of the ball to fall a distance of h unit, it's bottom must be dropped from a height h unit. If we align the middle part or top part of the ball with the chosen starting point, then the dropped height of the ball will become a bit less than the chosen height.
