A first order circuit can contain an element that can store energy. An R-C circuit is such an example. A flash camera basically uses a R-C circuit. This  is also used in pacemaker, timing  circuits etc.. RC signal filters the signals by blocking some frequencies and allowing others to pass through it. It is used to filter the signals bypassing some frequencies and blocking others.

Time delay relays have a time-delay function built in. Triggered in different ways, time delay relays can minimize the amount of energy used to start large industrial machinery or to switch lights or machines on and off at specified times. They can also be used to ensure that different parts of a machine start separately at predetermined times . The internal delay system is thus useful here.
