Tangential component of electric field has to go to zero on the surface of a conductor because if there is some tangential component of electric field, it will accelerate the charge (as they are free to move) on the conductor's surface which will create current. Now if there is current there will be potential difference between two points on the surface of a conductor but it cant be possible because all points on the surface of a conductor always remains at same potential. Hence, Tangential component has to be zero.
