To find how long it takes for the person at the radio. The distance need to be converted to meters and in doing so, your distance is 1,200,000 meters. You also know the speed of light, C, is 3x10^8. So you plug use the equation C=d/t. T= 1,200,000/(3*10^8)=.004 seconds.

You then subtract the two ansers: .13-.004=.126 seconds
