The frost line is defined as the distance from sun after which the temperature is so low that the gaseous forms of ammonia , methane and water disappear and the solid forms come into picture. Usually the planets inside the frost line have vapour or gaseous form of these substances which makes them smaller in size from the ones outside the frost line . Planets outside the frost line have layers of deposition of solidified ammonia , methane and water layers which makes them even bigger planets .
So that's the reason small hot planets are formed inside the frost line
